GitHub Actions spend for the selected organization and month: daily spend by runner, where the money goes (top repositories), ways to spend less (estimated from this month's usage) and spend by runner type. Needs the `costAnalytics` feature.

Billing comes from GitHub's billing APIs, which need a fine-grained token with the organization's Administration: read permission. Per-repository spend is only available where GitHub reports it for the account.
